Some bugs I can't identify. How do I get rid of them!!!?

I suspected the cause was moisture in the rice under the sink cabinet, but the description is: very tiny, and can be seen by the naked eye, whitish oval fuzz that moves very slowly. They are attached almost everywhere in the kitchen including cabinet surfaces, small crevices, metals, and the sink. They tend to group together and some seem resistent to bug sprays. How do I get rid of this infestation!!! HELP!
