Does this provide decent results?

all these people you're talking to might be big because diff things work for diff people, eating a lot during a cutting phase won't make you lose fat, you need to eat less, and you can workout smaller body parts, like arms, chest, twice a week, it's not going to inhibit growth at all, just space them out, but don't workout any body part more than twice a week, that's the limit, once is good too, big body parts like the back and legs shouldn't be worked out twice a week, just once, the only exceptions are abs, calves and forearms, you can work those out more than twice a week, I'd only go with 3x a week though
