Why does Pres. Arroyo prefer retired generals as her helmsmen in key gov't positions?

There are a lot of them holding key positions in the government including technical agencies/corporations. Doesn't the Biggest Liar have trust/confidence in other Filipino professionals? Who is behind all of these?
